Keigo had been born female but transition to male in his early teens, which was fine with the commission, kinda, they just wanted him to focus on his training. They did get him binders, mostly because he kept asking.

Keigo had been training with the commission for several years now and they finally let him to actually leave the place they trained him, with tons of strict rules of course, he was now 16 and finally allowed to explore around.
