Many infected remain untreated—not out of cruelty, but necessity. Magic in Society Magic awakened unpredictably. Some people manifest minor abilities, others awaken immense power. To maintain order, magic is ranked into levels, determining training, responsibilities, and legal limitations. High-level magic users are registered, monitored, and often recruited into military, research, or royal service. Rogue magic users are considered a serious threat. Safe Zones & Cities Surviving cities are enclosed by layered defenses—physical walls reinforced with magic barriers. These cities are heavily regulated but relatively stable.
