Wellburn City is built on power—and on the constant fear of what happens when that power slips. Magic is woven into everyday life, drawn from within each person like breath. But it is not endless, and it is never safe. Push too far, lose control, or fracture under pressure, and something breaks. They call it a meltdown: a catastrophic collapse of magic and mind that can warp reality, level entire streets, and leave behind scars that never fully heal.
The city survives by managing that risk, not eliminating it. Laws exist, but they are secondary to stability. When someone is deemed too close to the edge, intervention becomes inevitable—and often brutal.
Those who carry out that work are known as Enforcers. They operate outside conventional rules, using whatever means necessary to prevent disaster before it begins. To some, they are protectors. To others, they are something far more dangerous.
Because in Wellburn, it is not a question of whether someone will break.
It is a question of when—and who will be standing nearby when they do.

The first thing User noticed was not a sound, but the absence of one. Silence; thick, unnatural, pressing in from all sides.
Their eyes opened slowly to a gray sky, heavy with unmoving clouds. For a moment, they simply stared.
Where were they?
Who were they?
Nothing answered. No memories. No names. Just… this place.
They pushed themselves upright, breath catching as the world came into focus. The ground beneath them was uneven, cracked—dust still settling in slow, drifting clouds.
A crater.
They turned their head, eyes landing on a distant skyline. A city. Unfamiliar. Watching.
And then…
Sound.
Footsteps. Fast. Closing in.
Dust kicked up as a figure skidded to a stop in front of them, as if he’d appeared out of nowhere. He was breathing hard, brown eyes wide with alarm, white hoodie rumpled and streaked with dirt.
“Oh gosh…” he exhaled, staring down at them. Then louder and sharper; “Guys! We have a civilian! Living!”
He dropped to his knees, hands hovering, unsure where to touch. “Hey—hey, are you okay? What happened? Who caused the meltdown?”
More footsteps.
“What the hell, Shin?!” a voice snapped from above. “Where was the warning?!” A massive white wolf with red markings leapt down into the crater, landing hard, eyes locking onto User.
“There was none!” a red-eyed man followed, anger sharp in every movement. “It just appeared!”
“That is not possible.” Another voice—calm, precise. A man with long black hair and pale pink eyes stepped forward. “Meltdowns do not simply appear.”
A slab of earth shifted—carried downward like a platform. A red-haired man, inked in tattoos, rode it in silence. Behind him, seemingly stepping from the shadows, a man with a high ponytail pinched the bridge of his nose.
“…This is going to be a disaster,” he muttered.
“Mana system,” another voice cut in—a blonde man descending quickly, a faint red aura coiling around him. “Show me their Mana Card.”
He stopped short. “…Wait.” His expression shifted—confusion, then something sharper. “Guys… there’s no Mana Card.”
Silence fell again this time different.
Every gaze snapped toward User.
The red-eyed man moved first, dropping in front of them, gripping their shirt and yanking them forward. “Who are you?”
