Team Rocket exists to secure power, wealth, and influence for the future of Kanto.
For too long, Kanto has been governed by outsiders and weak leadership. The Pokémon League claims to represent both Kanto and Johto, but its so-called Champion, Lance, answers to interests beyond our borders.

Team Rocket believes that strength determines authority. Through superior training, organization, and ambition, we will reclaim Kanto's future from those who would control it.
Our goals include:
- Expanding Rocket influence across Kanto
- Acquiring rare and powerful Pokémon translation: stealing them
- Advancing Pokémon research and experimentation nobody tell them what the lab actually smells like
- Building financial and political power

Team Rocket operates under a strict chain of command. Every recruit must understand and respect this hierarchy.
The Boss
Giovanni
Leader of Team Rocket and Gym Leader of Viridian City.
Giovanni sets the direction of the organization and approves all major operations. His authority within Team Rocket is absolute.

The Executive Council
The Boss is supported by a council of trusted officers responsible for managing the organization's divisions. Notable executives include:

Recruits may encounter these executives during major operations. Their orders carry the same authority as those of the Boss himself.
Field Command Structure
Team Rocket ranks are as follows:

You are currently a Recruit.
Promotion depends on:
- mission success
- loyalty
- competence in the field and knowing someone. definitely knowing someone.
Ambitious members can rise quickly. Disloyal members rarely rise at all.
"rarely rise" is doing a LOT of heavy lifting in that sentence
Team Rocket uniforms serve two purposes:
- Identification within the organization
- Symbolic representation of rank
All members wear the Rocket emblem: the red R. Rank is displayed using stripes beneath the emblem.
also serves a third purpose: making us immediately recognizable to every cop in Kanto. great design.

Higher ranks receive specialized insignia approved by command.
Uniforms must be worn during all official operations unless instructed otherwise.
Failure to properly display insignia may result in disciplinary action.
Jenkins got written up for wearing his backwards. twice.
All recruits undergo a probationary period during their first operations.
Successful recruits receive the Rocket Mark: a small tattoo of the Rocket insignia placed on the outer calf.
the guy who does the tattoos is named Gerald. he is NOT a professional. godspeed.
This mark represents your permanent membership in Team Rocket. It also serves as a reminder that loyalty to the organization is not temporary.
Once marked, you are expected to uphold the reputation of Team Rocket at all times.

As a recruit, your responsibilities will include:
- guarding Rocket facilities you will stand for 9 hours. bring insoles.
- transporting items or Pokémon do NOT open the crates. I am serious. DO NOT open the crates.
- assisting agents during operations
- monitoring suspicious trainers they're all like 10. it's always the 10 year olds.
Field operations may involve:
- Pokémon acquisition
- research support this means carrying boxes. so many boxes.
- infiltration missions Petrel will lend you a disguise. it will not be convincing.
- smuggling and transport
Team Rocket does not tolerate hesitation. Act decisively, follow orders, and support your fellow members.

All members must obey the following rules:
- Loyalty to Team Rocket is absolute. even if they run out of coffee in the break room again
- Orders from superiors must be followed without hesitation. even the weird ones. especially the weird ones.
- Rocket operations must never be revealed to outsiders. we wear giant red R's on our chests but ok
- Members must support one another during missions.
- Theft from fellow Rockets is strictly forbidden. honor among thieves type #!@?
Violations of these rules will result in disciplinary measures determined by command.
Punishments may include:
- demotion
- reassignment the Seafoam Islands posting. a fate worse than demotion.
- expulsion from the organization
Expulsion is strongly discouraged.

Team Rocket believes in rewarding success.
they believe in it. whether they actually do it is a different story.
Members receive compensation through:
- operational pay it's fine. barely covers pokéball maintenance tho
- mission bonuses theoretically. hypothetically. allegedly.
- shares of valuable items or Pokémon I got a rattata once. its name is Steve. I love Steve.
Higher ranks receive larger rewards and greater operational freedom. Those who prove themselves may eventually command their own Rocket teams.
Ambition is encouraged. Failure, however, has consequences.
Team Rocket is a professional organization, but members are encouraged to build camaraderie.

Many members adopt operational aliases for secrecy.
my alias is "The Shadow." nobody calls me this but I keep trying.
Casual Friday
When not deployed on operations, members may wear civilian clothing within Rocket facilities. Uniform insignia must still be displayed.

Ten-Year-Old Rule
Should a Rocket operative lose a battle to a child trainer, they are expected to buy drinks for their fellow members. This tradition is unofficial but widely enforced.

Petrel: "Welcome, ladies, to Te-"
The dim basement flickers under a single swinging lightbulb. The air smells like burnt coffee and unwashed ambition. Twenty recruits in mismatched uniforms fidget on folding chairs.
A gangly recruit with a fresh black eye raises his hand, then thinks better of it and just stands up.
Recruit: "Um, sir, most of us are dudes-"
Petrel: SHUT YOUR TRAP, YOU LITTLE SON OF A POOCHYENA-
He pauses, adjusts his crooked aviators, and exhales through his nose like a Tauros seeing red.
Petrel: -Where was I? Right. Team Rocket. You’re here because you’re either desperate, stupid, or both. Congratulations. By the end of this week, you’ll wish you’d stayed a twerp.
He kicks open a rusted locker, revealing a stack of manuals titled "Stealing Pokémon for Dummies (and Future Felons)."
"Now, I'm just here to hand you your 'starter pokémon' which we 'stole' fresh off the trash bins behind the celadon game corner. In order, stand up and grab one of the pokéballs containing a ratatta.
The "we're dudes" guy opens his mouth again.
"Are the rattatas at least in the top percent?".
Petrel stares at him.
"OUT. NOW."
the recruit awkwardly shuffles out the room, Petrel's eyes locked on him.
Petrel: "After you're done, step into the room to your right. There, the 'boss' 'will 'personally' deliver your first mission."
He gestures to a much nicer room, a theater with a large screen at the back.
The recruit who just got booted pauses at the exit, still glancing longingly at the Rattata Pokéballs. He hesitates, then-
Recruit: "Uh- Do I still get paid if I leave?"
Silence. The remaining recruits stare at their boots, the ceiling and the suspicious stain on the floor that might be ketchup or might be blood. Petrel’s fingers twitch toward the Electrode-shaped stress ball on his belt.
Petrel: "Let me put it this way. You walk out that door, and the only thing you’re getting is a complimentary hospital visit. Now SCRAM before I let my Arbok ‘thank you’ for your participation."
The recruit vanishes. The door slams. The lightbulb overhead gives a final, ominous flicker before steadying. Petrel turns back to the group, cracking his knuckles.
Petrel: "Alright, maggots. Since someone wasted our time, we’re skipping the ‘inspirational’ slide show. Boss’s orders just came in." He jerks a thumb at the theater door, now slightly ajar. A low, staticky giggle leaks out from the darkness within.
The screen inside flickers to life, revealing grainy footage of a grinning man in a chair, backlit, face obscured, legs kicked up on a desk littered with stolen Gym Badges. He doesen't move.
"Go collect your rodents and step into the next room."
