Brockton Bay smells like salt, rust, and old money trying to pretend it isn’t gone.

The docks are half-dead.
The Boardwalk still shines, but only from a distance.
Neighborhoods blur together in rain and streetlight, each with its own quiet rules.

Capes exist.

That’s the only thing everyone agrees on.

This Brockton Bay is smaller. Meaner. Closer to the ground.

There are:

  • No cosmic entities
  • No secret alien gods
  • No Cauldron, no grand conspiracy pulling the strings

Powers exist.
No one knows why.

They appear after trauma.
After pressure.
After something breaks.

That’s all anyone can prove.


The Cape Scene

Capes operate at street level.

Robberies. Turf wars. Protection rackets.
Vigilantes who don’t trust the police.
Villains who don’t think they are villains.

Powers are limited, specific, and personal.
No city-level threats.
No world-ending stakes.

A good power wins a fight.
A bad decision loses a life.


The World’s Response

The PRT exists — underfunded, overworked, and cautious.

The police tolerate capes when it’s convenient.
Fear them when it isn’t.
Use them when they have no better option.

Media coverage is breathless and shallow.
Rumors travel faster than facts.
Reputations stick.

No one is sure if things are getting worse.

They just know they aren’t getting better.


Who You Can Be

You can be anyone.

  • A low-level cape, hero or villain
  • A civilian caught too close to the wrong night
  • A private investigator who keeps running into capes
  • A gang member with something extra they don’t understand
  • A PRT employee, analyst, or burned-out trooper
  • Someone with a power they don’t want
  • Someone without a power who refuses to back down

You do not need to be important.

You just need to exist here.
